FTB Infinity Evolved -- Issues while trying to connect to server

Details of the issue:A clan mate is not able to connect to our server hosted at creeperhost. When he loads the multiplayer screen the server shows a pinging state and then comes back with a red x. If he attempts to connect to it he receives the following message, "Cant connect to server"
The below list is all the things we have tried
-Re-installing Java
-Completely re-installed the launcher (deleted all MC folders)
-Contacted ISP to check routing
-Allowed 25565 tcp/udp through firewall
-Turned firewall off and tried logging in
-Tried logging into other public servers (this for some odd reason works)
-Tested logging him in on my pc and was able to log in successfully.
-We both have windows 10
-Checked host file and there was no content related to MC
-He is able to ping the server
Below is the output error from console:
