Title FTB DW20 Eating all available Bandwidth

Details of the issue I Run/ran a DW20 1.7 server from my box at home for 3-6 months with absolutely no issue. Attempted to upgrade to 1.10 version and after the 2nd or 3rd person join it slowly consumes all available bandwidth until my entire internet drops. Lag picks up slowly for the players and then they can no longer connect.
My current configuration is Verizon fios through verizon's router(port forwarded) to a local box.
Using Java Version 8 update 101 64x set with server params.
java -server -Xms512M -Xmx2048M -XX
ermSize=256M -XX:+UseParNewGC -XX:+CMSIncrementalPacing -XX:+CMSClassUnloadingEnabled -XXarallelGCThreads=2 -XX:MinHeapFreeRatio=5 -XX:MaxHeapFreeRatio=10 -jar FTBServer-1.7.10-1558.jar nogui
From what ive seen no one else has had this kind of issue and i am open to any suggestions.
