Problem FTB Direwolf20 server and Forge Essentials

I am trying to setup a Direwolf20 Server 1.7.0 on my WIn 10 machine and run it from home with Forge Essentials installed.

What Works:
I can install forge essentials on a Vanilla Minecraft Server and run it from home.
I can run a Direwolf20 Server from home.
Worldedit Works on both the vanilla and Direwolf20 server.

What Doesn't Work:
Direwolf20 with forge essentials. The server starts up and can be joined, however forge essentials doesn't work. When I check the Forgeessential folder it appears that it has only partially installed. There are files in the "libs" folder, but none in the "modules" folder.

I have tried installing both
forgeessentials-1.7.10-1.4.2.892-server.jar
forgeessentials-1.7.10-1.4.3.958-server.jar
forgeessentials-1.7.10-1.4.0-beta8-server.jar

I have installed
legacyjavafixer-1.0.jar

I am trying to install is by placing the FE Jar in the Mods folder. Is this correct?

Can someone please provide some basic instructions on how to setup a Direwolf20 server with Forge essentials?

is FastCraft running on your server?

from the ForgeEssentials Wiki:

• Don't use FastCraft with FE.
  If you really need it, get the 1.22 test builds from the end of player's thread.

edit - i just download the FE server mod from here, and the client jar from here. installed both in the mods folder (in the server and client, respectively). also, deleted the Fastcraft 1.21 mod jar and replaced it with this one from the thread on the fastcraft page.

the server loaded up just fine for me after these changes.

on a side note, i found a thing called MyTown2 that claims to do what Towny does over in bukkit. if you are looking for stuff like that i thought i would just pass this on.
