FTB 1.6.4 Packs won't let me create a new world on my computer

They should be on your desktop in the FTB folder if you followed the recommended setup guide (aka trouble shooting guide).
So it would be in the '/desktop/FTB/pack config'

Try the above suggestion and delete the '/FTB/libraries' folder.

I have tried the directory, it says there is no folder, and I've tried the directory for the pack config. Is it the output-server.log and output-client.log i'm looking for?

When I checked your log again the folder is in your Application folder. I'm not sure how this will effect the launcher as it is not in the recommended place. The folder you want to backup and delete is /Applications/libraries since that is where you have the Install folder pointed to. I'm not sure what is in the Application folder as I do not own a Mac so be careful and backup. If that does not solve your problem please follow the guide linked in my previous post and here to change it to a folder named FTB on the Desktop, the recommended place.

How can I know if I have a corrupted libraries folder?

I just deleted the libraries folder in the FTB install directory... it redownloaded them and fixed the issue.
