Friend can't join server, timed out error

Details of the issue:
I created an Infinity Evolved server, and had my friend attempt to connect. We are both using Hamachi. Every time he tries to connect, it gives him the 'timed out" error. Whenever he's looking at his list of servers, mine almost always is green with around 3 bars. I've tried several solutions, such as editing the server config, making the ip-address field my hamachi ip, force updating, making sure that we don't have any mods that are different from each others, and many others. We did add about six custom mods, but we even took them out and tried to have him join a regular Infinity Evolved server without our custom mods, but he still can't join, so it's not the mods. Please help!​
