Summary of the problem Free RF with flux plug + vibrant capacitor bank

What is the bug? I was using a flux plug to drain a Vibrant capacitor bank to a tier 7 draconic energy storage. Once the capacitor emptied, the plug kept pulling rf from the bank at a volume equal to the max transfer rate of the capacitor bank.Since it was a 21 capacitor bank, that was 525,000 rf/ tick(verified by checking the input rate of my storage unit). the plug was also able to transfer at a rate higher than the max transfer rate of the bank(1,050,000 rf/tick).

Is it repeatable? yes, I did this accidentally in 3.0.8 and tested it in 3.0.10
Known Fix I don't know how to fix, but you can choose not to exploit.
