Okay, seeing as this is a small conflict between two mods i was not sure where is should post this, i decided to start here and see where it goes

We have found an issue with the quarry not able to dig when a wrath light is on near by.
From what my one Co admin tells me it has something to do with the fake light blocks it produces ?

The way the Wrath Lamp works is that it creates a column of light blocks from its position straight down. The quarry picks up those light blocks and breaks them. The lamp and the quarry cycle through this endless cycle until one or the other break. To fix, break the Wrath Lamp and move it somewhere else.

The devs of factorization have to use the buildcraft API to tell the quarry to ignore the light block, hopefully it will be fixed in the next version.

You could use this to create a unlimited cycle
I remember when buildcraft was new people used a blockplacer and a quarry to create this cycle
and then ran a tree farm 1 block lower, so the quarry would harvest the trees when they grew ;)
