There is Better Dungeons, which spawns larger villages. Other than that I am unsure.is there a mod that does similar thing (ex. naturally spawning cities)?
Doesn't it also create castles, or was that just in 1.2.5?Millénaire might be worth a look, it doesn't create massive cities but the towns it creates might be of interest to you.

Did you put the Chocolate folder in the .minecraft?it keeps saying something about a block 250 but i don't know which .prop it's in.
That should be located in /Unleashed/Minecraft/Chocolate/config.propyes in the unleashed folder, it's says something about conflicts with IC2 block 250.
Load Unleashed without Better Dungeons
Open a world
Enter your inventory, and select options
(I'm remembering this off the top of my head, so I apologize if it is a little off) There is some button about ID Settings, click it
Click Dump ID Map Now
Now in your Unleashed/minecraft there should be a file called IDMap dump <date> at <time>.txt or some other basic text file format.
Enable BD again.
Locate Block.Unused ID: <number> in the ID map.
Open the BD or IC2 config file, and change the conflicting ID to an unused ID, simply by replacing the ID.
Launch MC and make sure it worked.
