Forge 1.16.5 server crashes on startup

My forge server keeps crashing on startup, and i havent been able to find any help online or anyone with the same problem. i used to be able to run servers on my PC just fine, but recently they keep crashing instantly on startup. i looked at many tutorials and forum posts, reinstalled java, installed the java 16 development kit, tried starting the server without mods, but nothing worked. when i install forge on a new folder, the forge server jar generates no folders exept for logs, the vanilla minecraft server jar works just fine though. i attached the console log before the crash.
can anyone here help me?

You need to user java 8 64 bit for mod packs based on 1.16 and earlier, currently you're using java 16.
