force loaded spawn chunks?

So the original spawn chuncks as part of vanilla MC are forcibly kept loaded, this is generating a colossal amount of lag compared to the other chunks on my server (according to OPIS) and as such I wish to know, how do I stop the loading of said chunks?

You can not stop the loading of these chunks since this is hard coded into vanilla code I believe. What you could do is reset those chunks and that would probably fix the lag.
 
already tried using worldedit to select the whole region and regen it with expand vert, no luck sadly :/ I've heard I could possibly stop the loading by modifying the world in NBTexplorer? any idea if that would be possible?

Added: screenshot from opis, atm its not bad at all but the time taken quickly rises till it hits about 6000 :S

It might be, but unloading the spawn chunks might cause problems. Theres a reason why they are coded to stay loaded.
 
In the server.properties I think you can lower the forced spawn chunks to 0 preventing anything from loading. If not royalcommands has a way. But to be honest it's like a max of 4 chunks loaded, players load almost 40+ at least. If Otis says lag is there it is something there not the fact that they are loaded.
