Force Freezing

Ok, So here what i'm trying to do, For the Certus Quarts / Dust, Is says that you can put a Force Freezing Item next to Certus and Quarts, I have tried that it doens't work..
I'm not sure if i'm doing it wrong but heres what i think it does (PS i have a Force Bow (freezing))

place down some Nether Quarts, Shoot it with the Force bow and it'll Turn into certus Quarts, I need to know if this is actually how it works, Considering i've been trying over the past few days without success

Make a Force Furnace and put an upgrade orb with freezing imbued in it into the Furnace. From there on out the Furnace will freeze (reverse smelt) things when fueled, like Nether Quartz into Certus.

Or imbue freezing into a Force Pick and mine nether quartz. I think that one works.
