Fill large area with water?

In the ocean I made a large box shaped wall with sand and used a pump to pull all of the water out of it. I then built a hardened glass structure inside the now dry area. The structure is sealed.
I then swapped the direction of the pumps and connected the suction side to an infinite water source. It filled the first layer, but then stopped. How can I use a pump to fill in this large area? What could I be doing wrong?

The only way to do this is to use the redpower pump. It is the only one that can place source blocks. An alternative is to place a bunch of ice blocks, then break them to get source water blocks. Do this for each level, and you will end up with a full ocean without any down currents.

*edit* If you are already using a RP pump, try moving the grate upwards out of the water once that is filled.
