Can all three of these mods be installed together?

Yes. But no.
Yes, they probably can. But no, because MInecraft still uses IDs for biomes, and there is a limited number of biomes one can have, so you would use them all.

I suggest, if you wanted all 3 you would have to choose your favourite biomes, e.g.:
Redwood forest from EBXL (because they are the best IMO), Ominous Woods from BoP, all the Mountains from Highlands, etc.
I'd say take about 50 MAX, but then you would need to make it so that they can all spawn in a vanilla world, otherwise you wouldn't be able to get it (as EBXL won't spawn in Highlands world, for example)

They can all three be installed at the same time. If they work like I remember. You can only activate one at a time though in options. There might be bleed over from the others though. Like BoP trees and such.
