I'll be adding info about this issue.

Duplication isn't limited to sand. XU's Builder's Wand doesn't feed off of the player's inventory. Tested on MP and SP. SP had no config changes. Issue appeared at the 3.0.9 modpack update.

Another addition, the author had mixed up the creative and survival builder's wand. The creative one feeds off inventory while the survival one doesn't use any blocks from your inventory you just need to have it on yourself.
