Using the Industrial Foregoing Laser Drill, I could get aluminum before completing the EU quest. Intentional bypass or exploit?

It's normal mode. There are plenty of these types of bypasses in normal. I think Slowpoke always calls that Game Knowledge. If you can find a way around, then by all means abuse it, that's kind of what this pack is about.
