Title Exception in server tick loop

Details of the issue After booting up, the server starts to lag out and it gets progressively worse after couple of hours until it cannot handle anymore.
I can see the console spamming intermittently with this error:
[00:28:31] [Server thread/WARN]: Can't keep up! Did the system time change, or is the server overloaded? Running 2803ms behind, skipping 56 tick(s)
but then eventually the ms delay reached to the point:
[01:08:35] [Server thread/WARN]: Can't keep up! Did the system time change, or is the server overloaded? Running 34877ms behind, skipping 697 tick(s)
FYI, this was on an empty server.
Everything was fine on 1.5.3 and I tried to upgrade 1.6.1 as soon as it went recommended, but was forced to downgrade due to JABBA rendering bug. We've been on 1.5.3 until 1.7 became the recommended version and we jumped into 1.7, but that didn't work well for us......
