Error: unable to access jarfile path\forge.jar

hello I am trying to run a FTB revelations server for a couple friends and I run into this error when trying to start the server,

Error: unable to access C:\Users\14086\Desktop\FTB_SERVER3\jarfile forge.jar

I have tried to specific the file path in the batch file to start the server for the jar file and made sure they both have the same name. So I am just confused what the issue is as I've made sure the path location is correct and the and the .jar file name at its file location (C:\Users\14086\Desktop\FTB_SERVER3\forge.jar) is the same as the batch file that starts the server (-jar "C:\Users\14086\Desktop\FTB_SERVER3\forge.jar")
