Error downloading modpack

Okay, so I went through the basic troubleshooting guide, tried all of it, nothing worked, I keep getting the same error on 1.6.4 modpacks and on lower ones it just downloads vanilla minecraft even though it appears to download the modpack.
Help please?

Make sure that your av / firewall is not blocking access.

Where is your launcher installed?

It's in H in new folder.
I'm pretty sure it isn't my AV since i deactivated it and it did not appear in the list of those that need uninstalling.
