Factor means multiply, so a cost factor is how much the cost is multiplied
In which modpack is taint rare? I mean It's not covering my worlds but it's not rare by any means. If I need taint I just travel in a direction for 10 mins and I find some.
Modpack? In every world I have created using TC on its vanilla settings. Sometimes it occurs near spawn, but its easy to be "unlucky", and have none withing the 4km² around 0,0.

Yeah, it's always spawned in an unloaded chunk for me too but it's never rare. Taint is easy to deal with (or not deal with, I ignore it like we do the squid) though.
