Enchanting... Max lvl 17?

I was trying to enchant sword/axe and books for lvl 30 enchantment, I can only get it to go up to level 17 doing the add>remove>add>remove... I have googled and found nothing but here is my room...

With FTB - Direwolf20 do I need something else to get max enchants? I used all my points on lvl 15's thinking maybe costs were reduced due to books and anvils. Any help would be appreciated!

It's something about they actually take up two blocks or something probably, and are blocking multiple bookcases.
 
While we are talking, is it better in your experience to enchant the items themselves or do it with books?
 
Either way it's random, but books will only give you a single enchant per book I believe, while enchanting an item can give you multiple enchants at once.
 
If you have an insane amount of materials, but no decent XP farm, don't do books. If you have good book access and an XP farm, books will let you customize items faster.
