enable teleporting for all users without mod rights

Is there someway i can enable teleporting for all players without mod rights. even if it means a plugin or something?

permissionsex + essentials should give you everything you need for teleporting

well, essentials includes teleportation commands, you then create groups with permissionsex and add permission to certain people to teleport to others and dont give it to some groups
