Wondering if there's somewhere I can locate earlier versions of the launcher and mod packs

The launcher will be difficult as they probably will not have them. The modpacks are easy. Just above the description of the modpack is a drop down box that you can use to select different versions of the modpack. This will download the version you select the next time it is launched.
