Problem DW20 1.16 v.1.5.1 Server Issues

I had been running the 1.4.1 server pack and did not have any issues however, I had upgraded to 1.5.1 and started having launch issues. After installing the server then launching it, there doesn't seem to be any issues. It loads all the mods correctly and keeps on running. After I shut it down and then run it again it prompts me for the EULA agreement, which I agree to, then it immediately closes. No lines going across the command window it's just gone. I looked at the different logs and crash reports, but I could not find anything that would help me figure what is going on. Anyone else having this issue or able to help me figure this out?

Even though this is late and 1.6 has come out now. I would try to manually go to the EULA.txt document put true after the = if it's not already present. Then edit the start-up script removing everything from @Echo off to :END save and attempt to launch the server.
