Whenever I go into the launcher and press Launch for a mod pack, it always downloads the mod pack again and doesn't open the previous mod pack with all my saved worlds and servers.
If you have "Recommended" selected for your modpack version, then the launcher will attempt to make your modpack match the recommended version every time.
To avoid this, selecting the version number should work.
