Do you need a Tier 4 soul shard to spawn Endermen in the overworld?

My first thought is "yes", because obviously Endermen naturally spawn in the overworld. But then I thought that since the End is sort of their natural habitat, you might need a Tier 4 or higher soul shard to make a spawner in the overworld. How does it work?

I believe it was confirmed that it needs to be tier four or higher, as there are no natural endermen spawners in the overworld (or just for balance reasons by the creator). I will test if this has not been resolved when I have the time later tonight. Thanks.

Okay, I did some testing myself, and it would seem that indeed you need a Tier 4 shard to make a spawner in the overworld.

as a note.

You need tier 4 or 5 for ANY mob that you want to spawn in areas they do not normally.

So like Cows can only spawn on grass until you get they shard to 4 or 5
Endermen, Blazes, Wither Skeletons... All need 4 or 5 to spawn in overworld.
And there have been some reports that even slimes need 4 or 5 to spawn outside of a slime chunk.
