As you have yet to get an answer, it is time for !!SCIENCE!!. Build a reactor in creative mode, Tyler F, and then let it heat up, and then take away the redstone signal. Check the temp. a few times, and see if it falls. If it does, try and figure out by how much over what period of time. For SCIENCE!
To elaborate, if you put, say, a lever on a block, not only the lever becomes a source of RS current, but so does the block it's mounted on. So, if you put a lever on one of the reactor chambers, the chamber will become a source of RS current, and since the central reactor is connected to the chamber ...
... iirc redstone only affect the fuel cells, which generate heat.
There is no passive cooling, so if it is off no new heat is generated and if you have vents or any other cooling the core temp will cool down. If you don't have cooling it will hold its temp.
