Display resolution issues

I bought a new laptop and I have this issue I didn't have on my older pc (which was Windows 7, btw). The modpacks run correctly and I can change GUI scale from Minecraft settings, but I can't change it in the launcher. Is it a display resolution issue? Is there a way to fix it?
