Problem Disconnected "Flying" is not allowed on this server

Running a FTB Mindcrack server and my friend keeps getting kicked for "flying" when he uses his jetpack. No one else on the server is having this issue when they use their jetpacks.

Any idea how to fix this?

Make sure flying is enabled in the server properties file.
