Problem Disable HobGoblins In Spawn World

I have recently created my FTB Infinity Evolved server (currently private), however I've been running into a bit of a problem at spawn. There are a whole bunch of HobGoblins running around everywhere. I've disabled mobs and animals using multiverse, however they're still spawning.

Is anyone able to help?
