Disable cheatmode on a server? but allow tp with mapwriter?

Hey everyone, I recently started a little private server with 4 total players and 6 gb of ram.
But, I had to make my friends op so they would be able to tp to there waypoints. The thing is that they can spawn in items with NEI. Is there a way so I can disable cheat mode and restrict NEI to recipe mode ( I know i can change it in the configs but they are still able to cheat) or can I de-op them and allow them to tp in an other way?

Portal guns and mystcraft books are fairly easy to acquire. If you're feeling especially Monty Haul you could even just give them some guns and portal spawners.

I'd just let them use mystcraft with success to everything versus giving them ops.

I acctualy mend to allow them to use tp commands and that stuff.

Ask them to not spawn items in. Check the server logs and search for spawned items, it logs on the console (you can export the console to a txt and do this really easily). If they do spawn, talk to them. It's a 5 people's server.

There is a mod called servertools that you can install on the server and allow the normal tp command for non ops in the config.
