Direwolf20 Pack -- How stop cheat mode, but allow tp

I'm running Direwolf20's mod pack on a server I rent/what-have-you, from Daddycheese.com, if that helps.

I have done the lockmode command on NEI to prevent cheat mode, but I have a friend who plays (and sometimes his young children) that I have made an op so we can teleport as needed. However, whenever I de-op someone, they can no longer teleport. But if I op him, he can still cheat and get items from NEI.

I want NEI cheat mode COMPLETELY DISABLED on my server. But I want him to retain tp privileges. I don't consider TP as much a cheat as simply giving yourself items.

De-OP -- Can't TP

I need a happy medium. Any suggestions?

Give them the teleport permission node depending on what plugins you have like essentials you can look those permission nodes up fairly easily and just give them to the players you want to have them or to the group you want to allow to teleport
