If there's a repeatable issue that can be labeled as a bug, then please use the issue tracker for the pack or the app at GitHub issue trackers - If there's no repository for a pack that means that the pack is old and/or will not be updated. Bugs for older packs will not be fixed, unless they are critical.

Backup first, and then try deleting this folder :
C:\FTB\direwolf20_17\minecraft\saves\New World\RedstoneEther\
considering it crashes while making a new world there is not so much that really needs a backup.
As for the crash, It wants to open a file that for some reason is already opened in another program I can see this because of this line:
C:\FTB\direwolf20_17\minecraft\saves\New World\RedstoneEther\gprop.dat (The requested operation cannot be performed on a file with a user-mapped section open).
I have no idea why that is the case though.

I have tried it with absolutely no other programs open just after a restart and that didn't help. Dang

Delete that file. It's a known bug with the chickenbones mods that's fixed by deleted the referenced file.
