Problem Direwolf20 1.7 Server, keep getting vanilla worlds

What order am I supposed to run the server files in? Because I can generate a server, but it is a completely vanilla world. No mod ores/plants/structures. Anybody have a guide to share?

EDIT: Okay so i have the server running if I use the serverstart.bat, but now can't get anybody else to connect. the right ip is forwarded and other people on local network can connect, but not outside.

I am having this exact problem attempting to create a DW20 server using multicraft. Executing the serverstart.bat has not solved it for me, though

I think I actually figured this one out but ran into another problem. There are two server.jar files in the folder, the minecraft_server.jar and ftb_server.jar. You have to run the second one. But now I'm getting crashes from it.

no u need to delete your world and in the server properties you need to change level type from default to "BIOMESOP" and save and regenerate your world.
