Rain Maker from forestry(if that is still in 1.7). Feed it Dissipation charges to stop rain. Iodine capsule to make it rain.
 
If you are annoyed at the sound of rain and dont mind the graphic/gameplay effects extra utilites has a rain muffler block that acts as a toggle for rain sound only.

Wish Mojang would let it be that simple, thunder is under ambiance which covers a rather large area of sounds last I checked:(

At least in 1.6 you could also right click the block to insert "magic cotton" or something in your ears that would block the sound wherever you went
