Direwolf20 1.7 1.0.3 lagging out

I'm running a local dedicated server that runs a few minecraft servers on a daily basis but since direwolf pack started to get used ive had more problems whit that pack and shutdown the others to find the issue.
So the issue
The server keeps getting Can't keep up! did the system timme change, or is it overloaded? Running xxxxx ms behind, skipping xxx ticks.

Ive tested and tested whit diffrent java launch setups and found nothing that works better than the settings that came whit it.
java -server -Xms2048m -Xmx3072m -XX:permSize=256m -XX:+UseParNewGC -XX:+UseConcMarkSweepGC -jar FTBServer-1.7.10-1272.jar

Ram usage never goes above 2.7gb even when allowed more in launch parameters, CPU Usages spikes to about 60% from around 20% when it laggs behind more than 5000ms.

To see if it was the HDD i enabled a RamDisk software and it didn't change it at all.
The lagg surfaced after dw20 1.7 1.0.1

Currently running Java 8 due to the more dynamical use of the memory than in Java 7. But it has been tested in both J7 and J8 and no changes at all.

Mp Chunks sits at 441 whit only me online and whit 4 people online it scales at 400 to 500 chunks per player.

Sys Specs
I5 3450 3.1Ghz
32gb 1600 ddr3
MS Server 2012 R2

this is pretty much a common place console spam.

the short of it, the server isnt at the same time as the host and is catching up, and most of the time this isn't the reason be hind any lag.
The Direwold20 1.01 and 1.02 are pretty bad for lag

The problem are that for the clients they get really bad and annoying lag at the same time and often gets timed out to the server at the same time.

Any suggestion on where to look for the lag that the clients get then ?

i would first look into the connection to the server if everyone is lagging and timing out at the same time.

Then look into stuff like chunk loaders and see if loaded chunks are causing lots of block updates. (mass flowing water/lava.. items being tossed on the ground, mass mobs spawning )

The connection im pretty much monitoring at all times due to running ts3 and a few other games for the gaming community im a part off. im gonna talk to the users to find out if there has been mass disconnects happening from DW20.
From the check ive done earlier there was 2 max sized quarrys whitout water and about 3 half size that i shut down and removed to see if it changed it but i guess i shall look around a bit more for it.
Are 450 mp chunks a huge or a low number in this case ?

Also had Timeouts over my own network tough.

Removed the Twilight Forest world and the server started to work whitout lagg again, as read in another post about it giving huge lag.
