Not really when you consider how restricted some servers are.

I think the rules look pretty fair in my opinion. I can see why you have added them and for things like pumping lava in the nether, I assume that is due to flowing lava causing lag. You could instead change the rule to no BC pumps and instead make everyone use Enderthermic pumps, which instead turn the lava to stone rather than leaving the laggy flow behind.

Everything else looks normal though so I have no idea why nart was getting so upset about them.
