Windows .jar direwolf 20 1.6.4 pack crashes without opening minecraft client

Under Display language, click Install/uninstall languages, and then follow the steps.

If you're prompted for an administrator password or confirmation, type the password or provide confirmation.

Note

• The Display language section will be visible only if you have already installed a Language Interface Pack or if your edition of Windows supports a language pack. Language packs are available only in Windows 7 Ultimate and Windows 7 Enterprise.
  sadly I have home premium and dont have display language thing neither Install/uninstall languages button

and when I disable code chicken core and nei my minecraft client opens yet but gives a error about not having code chicken core can it be about it?

Mods that depend on Code Chicken Core: ChickenChunks, NEI, and I believe Translocators.

I needed to disable chicken chunks code chicken core ender stroage nei addons nei pluggins nei project red all 5 translocator waila wr-cbe and it worked (everytime I launched it giced a error like waila needs code chicken core and I disabled 1 by 1) minecraft works now but I reallywant these mods especially nei can somebody contacted mod developers and solve this or come with a solution I would really appreciate
