My friend is having MAJOR issues with downloading modpacks and with the launcher and when she tries downloading the direwolf pack it shows and error downloading and the says that the launcher inst compatible with Windows 8-8.1

The launcher is perfectly compatible with Windows 8/8.1. Tell your friend to get the .jar version instead of the .exe and see if that works. My friends all run Windows 8.1 and have no problems whatsoever.
