Did I set the powered spawner up correctly?

I got power feeding from underneath (with the capacitor), and enough space above it, so I am kind of stumped. The gui goes up as if it were spawning one, but nothing happens. :(

The particles indicate that it is trying to spawn. All the spawners feel like they are slower in 1.7.10 than they were in 1.6.4.

I see, but the thing is, it has been over an hour (in that picture) and they have yet to spawn at all .. almost as if it were broken ... unless some mobs simply don't spawn at all?
 
Ive noticed that EIO spawners stop creating new mobs if theres already a few around unlike MFR spawners that will just continue spamming them til you have hundreds. Im not sure how it works, are those "special" EIO cows? Or does it simply read how many cows are within its radius? If you spawned the cows in the other pen with the spawner then you might need to go out and get some wild ones. Or maybe you just need to move the spawner away from them.

You might also try raising the spawner up by 1 block. The way it spawns mobs is a bit different depending on what type of mob is being spawned.

This ended up being the case. I cleared the other pen up, and removed the breeder/chronotyper, and they started popping! :)
