How would i go about making a custom modpack for smp play? then having my friend be able to download it as well.

MultiMC would probably be your best bet. I would advise taking configs from other modpacks (Unleashed/Resonant Rise have an extensive amount of configs that don't conflict)

When I invite people into my worlds, I either tell them what mods they need (they are sentient human beings, if they cannot be trusted to operate a web browser then they cannot be trusted to be in spitting distance of my Minecraft builds) or, when it's a more complex collection with highly customized configs and in-dev mod versions, I toss them a zip file on my dropbox.
