Creepers not exploding

I am trying out the unstable 1.16.3 pack, and I noticed that creepers explode as harmless fireworks. I have turned mob griefing on.
Is anyone familiar with this?
Perhaps this is a new behavior from a mod I am unaware of?
Can this be disabled and the standard creeper explosions with world damage reenabled?
