Creeper share won't be work'in

I have a tier 5 creeper shard and it won't work. It was on solid ground and even when the fires came out, no creeper came out. The server isn't peaceful, and the creeper soul shard isn't banned either. Anyone got a link of an idea of helping me?

Sounds like the room might have obstacles in it that prevent the creeper from spawning. You need a clear area of 9x9 (centered around the spawner) and a decent height clearance.

Other than that, it's possible that the area you're in has monsters spawning turned off.
