Creeper shard

when i use my tier 5 creeper soul shard, it make the big fire thing, but no creepers come out. it is on solid ground, and it isnt on peaceful. anyone got ideas why this is happening?

Tier five responds to a redstone signal, make sure you have it turned on.

if you want to spawner to spawn make sure there is no redstone signal
