Creating Princesses from other bee types?

It is possible, but to do so you need to keep breeding that princess with pure modest drones until she's also a pure modest princess. So you'll need a lot of modest drones to do that (and chances are you'll get Common bees along the way because you'll be mixing 2 mundane types, eventually the princess will become a pure modest though).
If you have Extra Bees you can also use the machinery it adds to change her type, but that will require a lot of liquid DNA (which is made from bees, so if you don't have many bees that isn't really an option).
I don't really understand though, how can all the modest princesses be gone? Surely you can just explore further than anyone else has ever done and get new drones/princesses from there? Or else you'd say someone should have a princess or 2 somewhere that you can borrow to create more drones.

It might be a server plug-in. Unless I've build over every place I found a hive, none have respawned for me.O.O

You can set up an automatic bee system where one modest princess/drone pair are continuously mating. Extra drones then get fed off to breed with the princess you want to turn into a modest bee. It doesn't take that long and you don't have to think too much about it either!
