Couple of Questions about creating a private Modpack

I am planning on making my own modpack for a my server which will be be loosely based on the Direwolf20 1.6 modpack but with extra mods in it from other modpacks that FTB has on their launcher and of course I have a few questions about creating it and about permission to use some mods in said pack.
1) Are all the mods that are in the FTB packs approved for usage in packs that are not created by people working with FTB staff?
2) To create a modpack do I need to just install the mods, test them, fix any ID conflicts and if I have proper permission from the mod creators send it to FTB team or something and then I would receive the code for it?
3) Does the private pack mean only my friends and I can use it?
4) What is the difference between a Private and a Public modpack (Didn't really understand the thread explaining it)

1. No, they are not approved for every private pack. However, the team has compiled a nice little spreadsheet here that lists most of the mods. If citing this in your permissions, just say spreadsheet:

2. The guidelines for submitting a pack are found here. Basically, get it working on the FTB launcher, and then package it with the info.txt and a few other things, and submit it. Yeah, you'll receive the code then:

3. Yes, if it is a private pack, you cannot distribute the code publicly, only privately. So between friends or server-mates
4. Private pack codes must be distributed privately. Private Public can be distributed to anyone. Public packs actually appear on the launcher without needing a code. The requirements for this include having a team, forums, and an idea different than anything else on the launcher. No need for 20 Direwolf20 clones
