Could someone make a Minecraft mod that makes chunks 16x16x16 cubes instead of 16x256x16 columns?

If so would that make 1024 block high worlds lag less?

You need to back to Mojang for that one. That was the original design of minecraft from back when it first programmed by Notch. Nothing modded can or will change that. And at this point I don't think anything ever will.
