Having 3.5GB out of 4GB dedicated to FTB is going to cause the entire computer to go slowly and lock up if anything else is running. I wouldn't go above 3GB at most to avoid issues.

If you do that It wont Run stable at all 1.7 is very Hardware hungry

If you do what you suggested the computer won't be able to run properly. I'm running Infinity perfectly fine with 3GB with no stability issues.

I Dont know how that works
If your World gets Bigger with chunkloaders and spawners Youll get it

I'm well aware of how MC works and how it consumes RAM. Infinity works just fine with 3GB assuming you aren't trying to chunkload an absurd area and that you're being smart about how you do things.

As for the OP's question, that CPU is going to cause some issues. No idea if it'll run it, but it'll be slow if it pulls it off.

I played with 2.00 GHz and the Same RAM his only hope will be that the gpu pushes the fps much higher cause i played with like 10 fps constant and had issues all the time at loading the World everywhere These Black things

CPU -> kinda mid-low end
GPU -> fine
RAM -> depends on the modpack size, for infinity might be just enough with 3Gb if nothing else is sucking it either

CPU is...very mediocre. GPU is about on par with modern Intel integrated. So okay for MC, but no shaders. RAM, if you are careful it should be fine.
