completely removing a item from the game

Hello i was wondering if there is a way to completely remove a item from a server whether it be in someone inv, in a chest, or placed down. is there any way to remove it from the game without doing a world reset?

get a plugin like tekkit customiser then ban it in every possible way through that (placement, ownership, crafting, world)
