What is the bug? The crafting interface will not allow clay buckets holding lava and water to be used in the creation of the cobble generator. With current iron drop rates needed to make 2 iron buckets, game start is insurmountably long (bordering on not worth playing- on day 9 in game with only 1.3 buckets worth of iron ingot).

Is it repeatable? Yes, repeatable. Try crafting a cobble generator with clay buckets.

You only need ingots for 1 bucket. Put a bucket of water in a crafting grid to make Fresh Water and you get an empty bucket back that you can put lava in. 3 ingots of any metal is not a huge ask I think (you can make a bucket using various metals).
