Chunks not loading after server restart

Details of the issue:
I create a new world on my server it works perfectly then after i restart it i get random corrupted chunks some are really big and some are just 1 chunk i have tryed modifying chunk configs and nothing seems to be working this is the sort of thing that happens http://prntscr.com/8q3cpg​
